Dubai is a city best explored by car. From long highways to scenic routes through the desert, having a valid UAE driving license gives you the freedom to travel on your terms. But getting a license isn’t always straightforward — especially for expats and first-timers.
In this 2025 guide, we break down the entire process of getting a driving license in Dubai, including costs, requirements, training, tests, and tips — all based on updated RTA (Roads & Transport Authority) procedures.
UAE citizens and GCC nationals can apply directly if they meet the age requirements.
Expats from approved countries can transfer their home country license.
Expats from non-approved countries need to attend classes and pass both theory and road tests.

1. Open a Driving File
Go to an RTA-approved driving school (e.g., Emirates Driving Institute, Galadari, Belhasa) and submit:
Passport copy with visa page
Emirates ID
Eye test report (available on-site)
Passport-size photos
Opening a file costs around AED 200–300.
This is mandatory and can be done at opticians or at the driving school itself.
3. Choose Your Learning Package
Pick between:
Regular training (20–40 classes)
VIP fast-track packages (more expensive, but quicker)
You must attend 8 theory classes (in person or online) covering:
Traffic signs
Driving behavior
Emergency procedures
Rules & regulations
Held at the RTA center or your driving school:
35 multiple-choice questions
Must score at least 75%
Up to 20 classes for first-time drivers
Less if you have a valid license from another country (depending on evaluation)
Training includes parking, hill start, night driving, and main roads
Before your final road test, you’ll need to pass:
Parking test
Assessment test
Yard test
This is the final test with an RTA examiner:
Short 10–15 minute drive
Assesses real-world driving skills
If you pass: You’ll get your temporary license the same day.
If you fail: You’ll retake a few more classes and reschedule.
Once you pass, your UAE driving license will be printed and issued the same day!
